Summary
The Consumer Product Safety Program (CPSP) administers and enforces the Canada Consumer Product Safety Act (CCPSA) and its regulations.
The purpose of this Compliance Verification (CV) project was to verify industry's compliance to certain hazardous substance requirements listed within the following regulations of the CCPSA:
- Children's Jewellery Regulations
- Consumer Products Containing Lead Regulations
- Glazed Ceramics and Glassware Regulations
- Surface Coating Materials Regulations
- Toys Regulations
For this project, the compliance of select products to requirements for various hazardous substances within the above Regulations (including total lead, cadmium, and mercury as well as migratable lead, cadmium, antimony, arsenic, selenium and barium) was assessed. This was determined through a sampling and testing process by which Health Canada inspectors visited establishments and screened products with the X-Ray Fluorescence Analyzer (XRF).
The CPSP carried out 5 establishment inspections where the XRF was used onsite to screen consumer products offered for sale.
Over the course of the 2022-2023 fiscal year, 163 products were screened by XRF, where 162 of the 163 were imported products (one product's country of origin was unknown). Of the substances listed above, 154 products had concentrations below the limit of detection of the XRF instrument. As a result, only 9 products were subsequently sent to the Product Safety Laboratory for additional testing to determine compliance. No compliance issues were detected among any of these products and no corrective actions were required.
