Compliance Verification Project 2020-2021: Children's Jewellery Regulations

Summary
The Consumer Product Safety Program (CPSP) administers and enforces the Canada Consumer Product Safety Act (CCPSA) and regulations made under it.
The purpose of this Compliance Verification (CV) project was to verify compliance of children's jewellery for lead and cadmium content which are subject to the Children's Jewellery Regulations (Regulations).
For this project, compliance of select children's jewellery with the Regulations was determined through a sampling and testing process by which Health Canada inspectors contacted establishments and sampled relevant products. Compliance to the requirements listed under the Regulations was then verified through testing at the Product Safety Laboratory.
Prior to initiating this CV project, the CPSP carried out a market survey to determine the presence of children's jewellery stakeholders in Canada. Targets were then selected from that list of companies. Targeted samples were also identified if they were available in Europe as this project was completed with the cooperation of various regulators in European Union/European Economic Area (EU/EEA).
Over the course of the 2020-2021 fiscal year, lead and cadmium testing of 36 different products were carried out, 7 of which were available for sale in the EU/EEA. The testing resulted in 6 recalls, including 2 products available for sale in the EU/EEA. There were 30 instances where no corrective action was required.
