Pesticide registration cost recovery

Pesticide applicants and registrants pay fees for the review of applications to register pesticides, and an annual charge for every registered pesticide.

After extensive consultation with stakeholders, the Pest Control Products Fees and Charges Regulations were published on February 22, 2017, and include:

  • updated fees for regulatory activities to reflect current costs
  • an annual adjustment for fees
  • new application fees for pesticides containing microbial agents and semiochemicals, as well as chemically-equivalent generic pesticides
  • an increased annual charge for registered pesticides

The updated fees and charges better reflect the current costs of regulating pesticides in Canada. The additional resources from the fees and charges will help Health Canada maintain service delivery standards for reviewing pesticide applications and support post-market review activities that help to protect Canadians' health and the environment.

Adjustment of the Annual Charge

Under the Service Fees Act, the charge is subject to an annual increase based on the previous year's All-Items Consumer Price Index (CPI). Based on the April 2024 CPI for Canada of 2.7%, the annual charge for 2025 is $4,434.51, and the minimum charge is $123.17.

Annual Adjustment of Application Fees

On April 1 of every year, the application fees increase by 2% (rounded to the nearest dollar) to account for inflation and other cost increases. Details on the application fee increases are provided in the following tables.

Applications submitted on or after April 1, 2025 must be sent with the up-to-date fee form and corresponding fees.
