Chemicals Management Plan approach for subset of substances prioritized during categorization

As a part of the Chemicals Management Plan (CMP), the Government of Canada announced plans to assess and manage, where appropriate, the potential health and ecological risks associated with approximately 4300 substances under the Canadian Environmental Protection Act, 1999 (CEPA 1999). These substances were identified as priorities for further action during the categorization exercise that was completed in 2006. The current status of each of these substances is available at the Status of Prioritized Substances List.

In February 2015, the Government of Canada published a Final Approach for a Subset of Substances Prioritized during Categorization That Have Already Been Addressed. The list of substances covered under this initiative can be found within the Approach document.

The Approach outlines 248 substances on the Domestic Substances List identified as priorities through categorization that, upon further analysis, can be associated with other risk assessment or risk management initiatives under CEPA 1999. As a result, it is concluded that these substances do not require further risk assessment at this time. This does not preclude further data collection, risk assessment or risk management activities triggered through other initiatives such as:

• identification of new hazard or exposure information which may impact previous analyses of risk;
• international activities;
• inclusion in future substances grouping or other assessment initiatives; or
• as may be required to support risk management activities including performance evaluation and subsequent changes to risk management.

In March 2014, the Government of Canada published a Consultation Document on the Proposed Approach for a Subset of Substances Prioritized during Categorization for a 60-day public comment period (from March 29, 2014 to May 28, 2014). Comments and the Government's response relating to this consultation are summarized in the Summary of Public Comments received on the Proposed Approach for a Subset of Substances Prioritized during Categorization. Comments received on the proposed approach were taken into consideration when developing the Final Approach document.
