Consultation on proposed updates to the Cosmetic Ingredient Hotlist: Prohibited and restricted ingredients

This consultation opened on July 13, 2023, and closed to new input on October 11, 2023.
Health Canada is proposing to update the Cosmetic Ingredient Hotlist. The proposal includes additions, changes to the conditions for existing entries and changes to include new substance identifiers or make minor corrections.

The public was invited to provide comments on the proposed updates to the Cosmetic Ingredient Hotlist: Prohibited and restricted ingredients.

Key questions for discussion
The Cosmetic Ingredient Hotlist is one of the ways Health Canada informs companies and people in Canada about substances that when used in a cosmetic may result in the product:
- contravening the Food and Drugs Act or the Cosmetic Regulations
- being regulated as something other than a cosmetic
Proposed updates to the Hotlist are based on evidence obtained by a review of information, including:
- recognized scientific journals
- opinions and decisions made by national and international experts
We will respond to comments received and will then publish the revised Hotlist after we have completed our review. We will also send a notice to those on our cosmetics mailing list and who have previously submitted a cosmetic notification form.
