Key priorities
Health Canada's top priorities for 2023-24 were as follows:
- Expanding access to oral health care
- Strengthening the health care system through the Working Together to Improve Health Care for Canadians Plan, including improving access to mental health and wellness supports, substance use programs and services
- Improving affordability and accessibility of pharmaceuticals
- Modernizing regulatory oversight and increasing regulatory agility for drugs and medical devices
- Reducing substance use-related harms and addressing the dangerous, synthetic illegal drug supply and overdose crisis
- Strengthening pesticide regulation and transparency
- Regulating tobacco products, including becoming the first country in the world to require health warnings on individual cigarettes

Core responsibility 1: Health care systems
Actual spending: $5,369,628,448

Health Canada provides national leadership to foster sustainable health care systems that ensure access for Canadians to appropriate and effective health care, including dental care. This is achieved through partnerships with provincial and territorial governments and support through targeted funding agreements to organizations and key pan-Canadian health partners that contribute to health system improvements. This is supported by two departmental results.

Core responsibility 2: Health protection and promotion
Actual spending: $945,883,667
Actual human resources: 6,638
Health Canada works with domestic and international partners to assess, manage, and communicate the health and safety risks and benefits associated with health and consumer products, food, chemicals, pesticides, environmental factors, tobacco and vaping products, cannabis, and controlled substances. These risks are managed through rigorous regulatory frameworks and by communicating risks and benefits so Canadians can make informed decisions. This is supported by three departmental results.
