The Horizontal Policy, Planning and Program Directorate in the Controlled Substances and Cannabis Branch provides strategic policy, planning and coordination for substance use policy and ministerial and departmental priorities, including the administration of the Substance Use and Addictions Program.
Responsibilities
The directorate is responsible for:
- managing and administering a grants and contributions program
- coordinating a whole-of-government strategic policy and planning related to substance use
Directorate and functions
The directorate's organizational structure includes the following units.
Director General's Office
The Director General's Office:
- coordinates the directorate's business
- works closely with the directors of each unit
- serves as a liaison with the Assistant Deputy Minister's Office
- leads the various directorate and branch-wide governance committees
- provides strategic vision, oversight and management for the work of the directorate
Horizontal Policy and Planning Division
The Horizontal Policy and Planning Division provides:
- integration and analysis on:
- branch strategic planning and reporting
- policy and regulatory issues
- coherent of strategic priorities
- coordination between branch units
- governance and decision-making structures within the branch
Substance Use and Addictions Program
The Substance Use and Addictions Program provides grants and contributions funding to other levels of government, and to community-led and not-for-profit organizations, for projects that respond to drug and substance use issues in Canada.
The contribution funding supports a wide range of innovative and evidence-informed projects addressing substance use harms through prevention, harm reduction and treatment initiatives across the country.
It targets a range of psychoactive substances, including:
- opioids
- alcohol
- nicotine
- tobacco
- cannabis
- stimulants
Program Integrity and Reporting Unit
The Program Integrity and Reporting Unit is responsible for supporting the work of the Substance Use and Addictions Program by:
- ensuring the coordination of corporate reporting
- carrying out an advisory function for grants and contributions management
- supporting the modernization and integrity of grants and contributions processes
