Online Staffing Expansion Project (VidCruiter) (March 2022)

Description of (Program/Initiative)

Health Canada's (HC) Human Resources Services Directorate (HRSD) provides staffing services for HC and the Public Health Agency of Canada (PHAC). The Online Staffing Expansion Project supports the automation of current staffing processes such as tracking candidate job applications, scheduling and performing candidate testing and conducting reference checks. It is delivered through a third party service provider, VidCruiter Inc., for candidates who have applied to jobs and students eligible for employment through the Student Bridging Program at Health Canada and the Public Health Agency of Canada.

Why was a Privacy Compliance Evaluation (PCE) completed?

HRSD's use of online staffing tools (VidCruiter) is a substantial modification to an existing program activity, where personal information is used for an administrative purpose, which initiates the requirement to conduct a Privacy Impact Assessment (PIA). However, in accordance with the exception granted to Health Canada from the requirements of section 6.3 of the Directive on Privacy Impact Assessments, a Privacy Compliance Evaluation has been completed for this project. A full privacy impact assessment will be completed and submitted to the Treasury Board of Canada and to the Office of the Privacy Commissioner, in accordance with the required timelines.
