Disposal at sea permit ATL-00369-1

Notice is hereby given that the Minister of the Environment, pursuant to section 127 of the Canadian Environmental Protection Act, 1999 (CEPA), is issuing disposal at sea permit no. ATL-00369-1, authorizing the loading for disposal and the disposal of waste or other matter at sea. The permit is published in the Canadian Environmental Protection Act Registry on Tuesday, April 18, 2023. All documents referenced in this permit are available upon request by email at immersionatl-disposalatseaatl@ec.gc.ca.
1. Permittee: Labrador Fishermen’s Union Shrimp Company Limited, L’Anse au Loup, Newfoundland and Labrador.
2. Waste or other matter to be disposed of: fish waste and other organic matter resulting from industrial fish processing operations.
2.1. Nature of waste or other matter: fish waste or material resulting from industrial operations processing wild fisheries stocks and consisting of flesh, skin, bones, entrails, shells and associated organic wastes.
2.2. Origin of waste and other matter: waste from Labrador Fishermen’s Union Shrimp Company Limited’s industrial fish plant, located at L’Anse au Loup, Newfoundland and Labrador.
3. Duration of permit: The permit is valid from May 1, 2023, to April 30, 2024.

5. Loading site: L’Anse au Loup, Newfoundland and Labrador, at approximately 51.52221º N, 56.82878º W North American Datum of 1983 (NAD83).
6. Disposal site: L’Anse au Loup, within a 10-metre radius of 51.52221º N, 56.82878º W (NAD83) at an approximate depth of 6 metres, as described in the map identified in paragraph 4a .
7. Method of loading, storage and transport: The permittee must load the waste onto floating equipment capable of containing all waste cargo during loading and transit to the approved disposal site. The permittee must prevent access to waste by gulls and other marine birds, except during direct loading or disposal of the waste. The permittee must not retain waste loaded for disposal at sea for more than 96 hours from the commencement of loading. Any exceedance of this window must be reported to the manager of operations and permit officer identified in paragraph 12.1. The permittee must prevent the waste from being spilled during loading, storage and transport. Any waste spilled must be recovered.
8. Route to disposal site and method of transport: most direct navigational route from the loading site to the disposal site.
9. Method of disposal: The permittee must discharge the waste to be disposed of from the equipment or ship while steaming within the disposal site boundaries and in a manner that will promote dispersion.
10. Total quantity to be disposed of: not to exceed 600 tonnes.
11. Inspection and contractors: Pursuant to Part 10 of CEPA, the permittee and its contractors are subject to inspection by enforcement officers designated under CEPA. At all times, a paper or digital copy of this permit and one of the map referenced in paragraph 4a must be available at the loading site and on all powered ships directly engaged in the loading and disposal operations.
12. Reporting and notification:
12.1. The permittee must provide a completed Notification Form – Beginning of Disposal Activities, identified in paragraph 4b, at least 48 hours before loading and disposal activities commence. The above-noted form must be submitted to the following:

12.2. The permittee must complete the Final Disposal Report for Fish Waste, identified in paragraph 4c, within 30 days after the expiry of the permit. The report must be submitted to the person identified in paragraph 12.1a.
13. Retention of records: The permittee must keep the Final Disposal Report for Fish Waste, identified in paragraph 4c, at its principal place of business in Canada for the duration of the permit and for 5 years following the expiry of the permit.
