Canada Employment Insurance Commission (CEIC) appointments
Are there permanent, full-time opportunities available?
All Board of Appeal members will occupy part-time positions and will be expected to be available 2 to 3 days per month. CEIC appointed members will hold office during pleasure for a renewable term of a maximum of 5 years.
What type of positions are appointed by the CEIC and how many positions are there?
CEIC is responsible for appointing up to 100 board members representing employers and up to 100 board members representing insured workers. Interested candidates are encouraged to apply, as selection processes will be ongoing to fill current and future Board of Appeal membership vacancies.
What is the difference between a Governor in Council appointment and a CEIC appointment for the BOA?
Governor in Council (GIC) appointments are those made by the GIC —the Governor General acting on the advice of Cabinet.
Canada Employment Insurance Commission (CEIC) appointments are those made by the CEIC, where the appointee must either be:
- an insured person, within the meaning of subsection 2(1) of the Employment Insurance Act, or, at the time of the appointment, a representative of such insured persons
- an employer, within the meaning of subsection 2(1) of the Employment Insurance Act, or, at the time of the appointment, a representative of such employers
Do I have to move to become a CEIC appointed member?
There are no relocation requirements. Work must be executed from within Canada in telework and in-person environment. You are to provide your own transportation to hearings, when and as required within your designated region. Travel outside your region may be required occasionally for exceptional circumstances or training purposes.

It is important to note that, although the 39 Board of Appeal regions have been defined by the name of a city, they are not limited solely to these locations for in-person hearings, but each covers a wider geographical area. Each region, identified by a city name, serves as an easily recognizable point of reference for citizens. These regions include several neighboring communities that will also be served. To date, approximately 100 locations have been identified to hold hearings.
As a result, each of these 39 regions will have several Service Canada Centres, or other locations, where hearings can be held in person or virtually. This will allow appellants from across the country to request an in-person hearing in the location closest to them, and to be heard by Board of Appeal members assigned to their region.

How can I apply?
You must provide a CV (resume), completed application form (including 2 references), and a recommendation form (from: employer association or employer organization or employer partner; trade union or other labour rights advocacy organization or employment support group).
Who can apply?
Canadian citizen or permanent residents that meet the identified criteria are encouraged to apply.
Do I need to be bilingual to apply?
No, there are various linguistic profiles including English or French essential or bilingual, depending on geographic area.
Preferences could be given to bilingual candidates. Language proficiency may be evaluated in advance of appointment.
What will happen if I did not submit all information?
Your application will not proceed and considered withdrawn from the selection process if all required documents are not submitted. You must provide a completed application form and your CV. A delay of two weeks will be granted for the submission of the recommendation letter (from: Employer Association or Employer Organization or Employer Partner; Trade Union or other Labour Rights Advocacy Organization), where the application form would only be considered once the recommendation letter is received. The CEIC may launch another selection process in the future.
How is my application being considered?
Your candidacy will be assessed based on your CV (resume), the application form (including responses to mandatory experience and knowledge criteria) and recommendation letter you submitted, as well as responses received from reference checks.
What will happen after I submit my application and uploaded my documents?
Your education, knowledge, experience will be reviewed, and references checks may be sought in the selection processes. Only qualified candidates will be contacted following an assessment of their documentation and reference checks.
What is the status of my application?
Status updates are not provided while the selection process is in progress. Applicants whose candidacy has been retained (in the EPSI portal (2024) or via email) are advised of next steps in due course. We thank all applicants for their interest, but only qualified candidates selected for further assessment will be contacted. Please ensure that your contact information is accurate on the application form. How long does the selection and appointment process take?
The duration of the CEIC selection and appointment processes from start to finish is difficult to predict. The duration of the process is dependent on many factors, including – but not limited to:
- number of applications received
- clarity of information provided in the uploaded documents by applicants
- availability of references; and
- promptness of references and applicants in returning completed requested forms
Although, only successful candidates will be contacted, selection processes will be ongoing to fill current and future Board of Appeal membership vacancies.
Will my application and uploaded documents be held for future consideration?
Yes. Following an assessment of your application and uploaded documents, your candidacy may be retained in our inventory for future consideration, as opportunities become available.
