The DND and CF Code of Values and Ethics establishes the principles, values, and expected behaviours of both DND public service employees and CAF members.

DND/CAF's ethical principles are: 1) respect the dignity of all persons, 2) serve Canada before self, and 3) obey and support lawful authority.

DND/CAF leaders are expected to create a healthy ethical culture that is free from reprisal, ensures all personnel are given every opportunity to meet their legal and ethical obligations to act, and exemplifies the values of the DND and CF Code of Values and Ethics.

Recent actions:

In June 2024, DND submitted a self-assessment report to the Clerk of the Privy Council on actions by the Defense Team regarding values and ethics initiatives. The submission responded to 15 recommendations made by the Deputy Ministers’ Task Team on Values and Ethics Report on a range of issues to help reinvigorate the public service, bolster public trust, and increase accountability and responsibility.
