Application: This is an order that applies to Royal Canadian Sea Cadets, Royal Canadian Army Cadets and Royal Canadian Air Cadets and members of the Canadian Armed Forces who serve with the Cadets and Junior Canadian Rangers Group and a directive that applies to civilian instructors and employees of the Department of National Defense employed within the Cadets and Junior Canadian Rangers Group.

3. Definitions
- Senior cadet.
- A senior cadet is a cadet who is at least 16 years of age, at the minimum rank of PO2/Sgt, and has completed the Phase 3, Silver Star or proficiency Level 3 training programs. A staff cadet, as defined in QR (Cadets) is a senior cadet.

4. Policy
Context
- 4.1 Senior cadets may be employed as SCdts to further develop their leadership abilities while supporting the delivery of cadet summer training opportunities. The purpose of this order is to describe the method of employing a cadet as a SCdt.
Policy
- 4.2 SCdt pay is governed by QR (Cadets) 7.15, Pay - Staff Cadets. Although QR (Cadets) 7.15, Pay - Staff Cadets, allows for SCdts to be employed at ranks below that of PO2/Sgt, the minimum working rank for SCdts has been standardized and as such SCdts will be appointed to the minimum rank of PO2/Sgt.
Requirements
- 4.3 In accordance with QR (Cadets) 1.02, Definitions, for a cadet to be selected for SCdt employment, they must reach the age of 16 by the first day of their SCdt period of employment. A SCdt period of employment includes all travel dates to and from their place of employment.
5. Prerequisites for SCdt Employment
- 5.1 In order to be selected as a SCdt, a cadet must have:
- a minimum rank of PO2/Sgt;
- completed corps/squadron qualification of Phase 3/Silver Star/Level 3; and
- previously attended summer training.
- 5.2 A cadet must have achieved the corps/squadron qualification prerequisite or be underway to do so before the end of the current corps/squadron training year, when submitting their application.
- 5.3 Additional training prerequisites, as established by Comd CJCR Gp, may be promulgated for specific specialty positions, which will be identified with the applicable SCdt opportunities.
6. Staff Cadet Opportunities
- 6.1 On an annual basis, SCdt opportunities at all training locations will be promulgated by the CJCR Gp, through the RCSUs. A cadet who is interested in employment as a SCdt must have their application entered into Fortress by their corps/squadron staff by the designated annual deadline.
7. Pay
Documentation Required
- 7.1 Under Government of Canada regulations, all Canadian citizens, permanent residents, or temporary residents require a SIN to work in Canada or to receive benefits and services from government programs. Therefore, to be employed as a SCdt, a cadet must obtain a SIN prior to their start of employment.
- 7.2 All SCdts will be paid using direct deposit and therefore require a Canadian bank account in their own name which can receive direct deposit.
- 7.3 Upon accepting a SCdt position and prior to the start of their employment period, SCdts will be required to provide a copy of their valid SIN card or confirmation of SIN letter from Service Canada, and banking information to their RCSU J1. A cadet selected for a SCdt position will not be authorized to begin their period of employment without first providing a valid SIN and personal bank account information to their RCSU J1 section.
Rate of Pay
- 7.4 A SCdt will be paid a daily rate of pay for each day of their employment period, which includes required travel days. QR (Cadets) 7.15, Pay - Staff Cadets, states that a SCdt will be paid a percentage of the daily rate of pay of a Reserve Force officer cadet of incentive pay category basic, rounded to the nearest dollar with $0.50 rounded down, based on the appointed cadet rank as follows:

- 7.5 The SCdt rates of pay will not take into consideration any retroactive or other change in the applicable officer cadet rate of pay which may be made after 1 June of the employment year. As the SCdt daily rate of pay may change as a result of economic adjustments to the CAF rates of pay, as authorized by the Treasury Board of Canada, the exact dollar amounts for SCdt rates of pay will be promulgated by CJCR Gp under separate cover when required.
- 7.6 SCdts are not entitled to the payment of a cadet training allocation in accordance with CATO 17-32, Cadet Training Allocation.
- 7.7 SCdts will be paid at the rank of PO2/Sgt at the onset of their employment. Upon appointment to a specific position, a SCdt will be granted the rank associated with the position. The SCdt’s rank and associated rate of pay will be retroactive to the start of their employment.
- 7.8 Should any additional changes in rank occur, the SCdt’s rate of pay will be adjusted effective the date of the change in rank.
8. Benefits
- 8.1 SCdt medical entitlements are governed by QR (Cadets) Chapter 6, Chaplain, Medical, Dental and Legal Service.
- 8.2 SCdt benefit entitlements are governed by QR (Cadets) Chapter 7, Financial.
- 8.3 SCdts may be entitled to additional benefits under the Government Employees Compensation Act should injury occur during the period of employment.
9. Publication
Frequency of Publication
- 9.1 A periodic review of CJCR Gp Os will be initiated every three years, or more frequently if necessary.

- 9.2 Users of CJCR Gp Os are encouraged to bring any errors, omissions or suggested orders to the attention of CJCR Gp Policy Coordinator.
