This year, the Deputy Minister (DM) and Chief of Defence Staff (CDS) are pleased to present 113 deserving recipients with Celebrating Excellence Awards (CEA). These awards represent the highest expression of recognition within our organization and highlight the achievements of exemplary individuals and teams who have provided outstanding service and contribute to the tradition of excellence that the Defence Team continues to uphold.
In total, 32 Celebrating Excellence Awards are being presented across five award categories to hard-working individuals and teams across the Defence Team.

This award is presented to full-time and part-time Non-Public Funds (NPF) individual employees who have had a positive and substantial impact, directly or indirectly on the Canadian Armed Forces (CAF) or the CAF community.

Ariel WhaleyThroughout the year, this dedicated group puts forth much effort to support our members across the North. This was exemplified when, in August 2023, they were forced to evacuate their homes due to wildfires encroaching on Yellowknife.
Without missing a beat, these individuals made their way to Canadian Forces Base (CFB) Edmonton to seamlessly supported our displaced military members and their families across Western Canada. They relentlessly found solutions for our members, working with stakeholders on base, including local PSP, the MFRC, military personnel, and businesses in the community.
They coordinated info sessions and launched Facebook groups to communicate timely information, working around the clock to answer questions and provide solutions for our members. Despite dealing with their own family hardships, feelings, and health, they selflessly dedicated themselves to ensuring that displaced members were the top priority
DM John Forster Collaboration Award
This award recognizes exemplary individuals or teams who demonstrate exceptional collaboration, engagement, and information-sharing with both internal and external stakeholders. They actively work in concert with others to manage and execute initiatives that significantly contribute to the advancement of Defence or whole-of-government priorities through outstanding partnerships and stakeholder engagement.

Lamare RobinsonThe Culture Evolution Project was initiated during the 2022 Active Posting Season, following the publication of the Chief of Defence Staff and Deputy Minister’s Initiating Directive for Professional Conduct and Culture. A small, proactive team of volunteers, consisting of Department of National Defence (DND) employees and Canadian Armed Forces (CAF) members from various Level 1 commands, was formed. Operating as a hybrid group of remote and in-office workers, the team never exceeded six full-time members at any point.
Despite stepping into an unfamiliar conceptual space, this motivated and cohesive team quickly took on their challenging tasks, which included research, stakeholder engagement, concept development, tool creation, and departmental communications. Working in a dynamic environment with demanding and varied responsibilities, they forged ahead, learning as they developed concepts, adapting to changing directions, and responding to diverse internal and external inputs. Their shared understanding that culture evolution within DND and CAF was essential kept them focused on creating positive organizational change
The team consistently challenged themselves, each other, and their leaders to remain flexible, innovative, and comfortable with uncertainty. They modeled principles of collaboration, inclusion, and diversity of thought, challenging conventions and pushing boundaries. Despite the magnitude of the task, they met the challenge by leveraging collaboration and approaching the project as an exercise in exploration and invention.
Their efforts culminated in the development of a Culture Evolution Strategy, designed to create conditions that foster a healthier and more effective work environment for the entire Defence Team. This strategy promotes a workplace where every member feels a sense of belonging and can contribute fully without sacrificing their identity.

Anna WilkinsonOver the past twelve months, the Director Capital Investment and Analysis (DCIA) team worked tirelessly to secure the largest ever increase in funding levels for the Department of National Defence. This unprecedented achievement, which includes new funding from the 2024 Federal Budget, the refresh of National Defence's Capital Investment Fund (CIF), and the update to Canada's Defence Policy: Our North, Strong and Free, has been pivotal for the department's future.
The team spearheaded the coordination of funding requests while ensuring precise accounting of the amounts required. Their success was driven by a commitment to collaboration, forging strategic alliances with stakeholders and establishing trust through transparent information-sharing. The leadership within the DCIA team fostered a collaborative environment, enabling members to work effectively with Level One organizations to clearly define and substantiate new funding requirements.
By presenting robust and persuasive funding proposals to the Department of Finance and the Treasury Board Secretariat, and consistently providing detailed financial reports, the team secured over one hundred billion dollars in new defence spending. This achievement will help Canada reach a defence spending to GDP ratio of 1.76% by fiscal year 2029-30 and supports the nation’s commitment to NATO to meet the 2% target by 2032-33.

Danielle ZornIn 2023-2024, the HR Staffing Policies and Programs Team, led by DG HR Operations within ADM (HR-Civ), executed a significant workforce transformation priority in support of the Defence Team and the Canadian Army, specifically at the British Army Training Unit Suffield (BATUS). This complex project involved months of strategic collaboration across multiple DND partners—including ADM(POL), CA, VCDS, CFLA, DRDC, ADM(PA)—and extended to bargaining agents and central agencies. The initiative impacted 145 employees across more than 15 occupational groups, had international implications, and addressed a long-standing employment stalemate with the British regarding public service employees at BATUS.
Despite the emotional and stressful nature of workforce adjustment, the HR team remained focused on maximizing employment opportunities and treating all affected individuals with dignity. Their exceptional adaptability allowed them to manage the end-to-end process, from conducting comprehensive HR analysis and consulting with management to coordinating union engagement, securing Deputy Minister approvals, and facilitating voluntary departures and employee placements.
The team's approach was characterized by transparency, fairness, and proactive problem-solving, ensuring alignment with the broader goals of ADM(HR-Civ) and DND. They also addressed inefficiencies in internal processes and central agency guidance, laying the foundation for long-term improvements in people management. Through individualized support and timely responsiveness across time zones, the team minimized the negative impacts of job loss and facilitated over 68 alternative employment opportunities for those wishing to remain in the public service or DND.
The team's proactive communication and collaboration fostered positive relationships within affected work units and the broader community. Their leadership was diligent in maintaining alliances with key partners and keeping senior leadership informed at every stage, including the Commander of the Army, Deputy Minister, and Minister. The team's efforts resulted in positive feedback from employees and unions, highlighting their professionalism, empathy, and the effectiveness of their support services throughout the transition.

Bryan WrightThe Canadian Multi-Mission Aircraft (CMMA) Team demonstrated exceptional leadership, collaboration, and innovation in advancing Canada’s airborne surveillance and defense capabilities. Established in 2022, the team was tasked with urgently replacing the aging CP140 aircraft, ensuring that Canada’s defense readiness remained strong in a rapidly evolving geopolitical environment. Their work directly contributed to the Strong, Secure, Engaged defense policy and strengthened national defense and organizational effectiveness.
Facing a compressed timeline, the CMMA Team's primary goal was to minimize the capability gap by swiftly developing complex project requirements and securing approvals to replace the CP140 as seamlessly as possible. The team engaged in extensive consultations with allies, industry experts, the Royal Canadian Air Force (RCAF), and operational units to establish the High-Level Mandatory Requirements for the new aircraft. They developed a robust Business Case that identified the P-8A Poseidon from the United States Government as the best solution, streamlining the acquisition process and minimizing developmental risks by leveraging a proven capability.
The CMMA Team's success in preparing documentation for Project Approval Treasury Board submissions, for both the Definition and Implementation phases, within a year is a testament to their strategic planning and teamwork. Their efforts ensured the swift approval of two Treasury Board submissions in June and November 2023.
Key collaborative actions by the team included detailed costing, cross-departmental coordination with Public Services and Procurement Canada (PSPC) and Innovation, Science, and Economic Development Canada (ISEDC), and leveraging existing solutions like the P-8A Poseidon to ensure an efficient acquisition process. The team navigated challenges through innovative problem-solving and strategic planning, ensuring that funding requirements and external pressures were managed effectively.
The expedited approval of the CMMA project led to significant outcomes, including enhanced operational readiness, cost savings by benefiting from the U.S. government’s prior investments, and improved interdepartmental collaboration. Their work set a new standard for cooperation, fostering a culture of teamwork, mutual support, and professionalism across departments.

Margaret O'Reilly, Deputy Security Operations Centre (SOC) Manager at the Canadian Forces Network Operations Centre (CFNOC), has played a critical role in advancing cybersecurity for National Defence. Since October 2022, she has been instrumental in the Canadian Telecommunication Cyber Protection (CTCP) working group, enhancing the security of public telecommunication networks for DND.
Her leadership extends to overseeing major cyber incident responses and investigating threats like the Barracuda Email Security Gateway compromise and malware campaigns. Margaret’s proactive threat detection, including identifying the TrueBot campaign, and her meticulous oversight of change requests have safeguarded DND’s operations. Her collaborative work with external cybersecurity agencies and peer nations has strengthened intelligence sharing and defense efforts.
Margaret’s contributions to cybersecurity, her strategic partnerships, and her dedication to protecting DND networks make her an outstanding recipient for the DM John Forster Collaboration Award.
DM/CDS Organizational Culture Award
This award acknowledges individuals or teams across all levels who exhibit exceptional capabilities not only in adopting but also in comprehending and mastering the mindsets and behaviors essential to meet the evolving needs and expectations of the Department. Recipients encompass those diligently striving to deepen their understanding of institutional cultural issues and actively working towards their reform.

Marie-Pier MorissetteThe Defence Team Coaching Program (DTCP) is recognized for its exceptional leadership in advancing the CPCC's Culture Evolution Strategy and promoting positive cultural change within the Defence Team (DT). The program empowers DND personnel through individual, team, and group coaching, as well as psychometric assessments like EQ-i2.0 and IEQ9, enhancing emotional intelligence and leadership resilience.
With a nationwide collaboration and over 1,230 participants since 2022, the DTCP has driven leadership development and fostered a more people-centric workplace culture. Participants report improved agility, leadership confidence, and self-awareness, aligning with military transformation goals. The program has also helped address complex challenges faced by senior military and DND leaders, supporting resilience, adaptability, and inclusivity.
The DTCP's contributions to the Defence Team's cultural evolution and professional growth are significant, making the team a deserving candidate for recognition.

Marie-Pier MorissetteMaj Julianna Fudge has demonstrated exceptional leadership in fostering inclusion and aligning behaviors with the CAF Ethos through her lived experience and military expertise. Since 2021, she has been an active member of the Defence Team Transgender Consultation Group (DTTCG), where she has played a pivotal role in advancing inclusion for transgender members within the CAF and DND. Her efforts include advocating for changes in discriminatory policies on reissuance of commissioning scripts and collaborating with D Med Pol to improve transgender medical care.
Maj Fudge actively supports 2SLGBTQIA+ members, ensuring they have a voice within the Defence Team and advocating against discrimination and harassment. She has advised chains of command on policies supporting 2SLGBTQIA+ members, including influencing gender-based policies at the Royal Military College and helping a transgender member of 37 CBG navigate workplace accommodations.
Additionally, Maj Fudge served on the Canadian Forces Intelligence Command’s (CFINTCOM) Diversity and Inclusion Advisory Committee (DIAC) from 2021 to 2023, where she organized screenings of *The Fruit Machine* and contributed to diversity initiatives. At 5 CDSB Gagetown, she formalized Positive Space Ambassador Training, conducted the first Positive Space Facilitator Course, and led professional development sessions on transgender inclusion. Her efforts have significantly contributed to the CAF’s ongoing cultural evolution and retention efforts.

Shannon Muldoon, as the Special Advisor within the Director General Engagement, Policy and Research, played a pivotal role in developing the DND/CAF Culture Evolution Comprehensive Implementation Plan (CIP), which became an urgent priority in May 2023. She provided the analytical foundation for costing in the planning process and applied her extensive knowledge of social research methods, which was crucial for formulating decision-quality recommendations for senior leaders. Through her engagement with strategic stakeholders, Shannon helped create a shared understanding of the CIP’s objectives, facilitating consensus among multiple L1s and key decision-makers.
Her contributions included supporting key briefs and co-authoring the decision note for the Minister of National Defence (MND), which received endorsements from the Chief of Defence Staff and Deputy Minister. With professionalism and analytical diligence, Shannon adeptly reconciled competing perspectives, proving integral to the CIP's success. She also played a leading role in providing written content for the Defence Policy Update (DPU), a major initiative intended to enhance Canada’s current defence policy, "Strong, Secure, Engaged."
Shannon’s leadership led to the successful incorporation of defence cultural evolution considerations in federal policy and funding submissions. She conducted research and analysis of L1 culture data for inclusion in the 2024 Federal Budget, focusing on improving childcare access and quality for Canadian military personnel. Additionally, she contributed to high-profile initiatives like the Interdepartmental Working Group on Culture, which addresses anti-racism, equity, and inclusion in the Federal Public Service.
By coordinating cross-agency efforts and fostering interdepartmental collaboration, Shannon shaped policies that tackle cultural challenges within the federal public service. Her dedication and expertise significantly impacted the cultural evolution within the Department of National Defence and the Canadian Armed Forces, bringing considerable credit to herself and the Canadian Public Service Commission.
DM/CDS Modernization & Transformation Award
This award acknowledges individuals or teams across all levels who demonstrate exceptional leadership and innovation in spearheading the modern transformation of Defence operations or business processes. It goes beyond incremental improvements to the status quo, unlocking new capabilities and efficiencies through deliberate synchronization and adaptation of culture, processes, policies, and modern technologies, ultimately optimizing Defence Readiness and stewardship through timely and accurate decision-making.

This strategy represents a transformative shift that will fundamentally impact DND/CAF operations for generations, touching every aspect of the organization, from Information Management to staffing, recruitment, and procurement.
The AI Strategy aims to enhance efficiency across all CAF bases, modernize processes, and position DND/CAF as a leader in digital innovation. By integrating global best practices and industry standards, the DPDI ensured that Canada retains a competitive decision advantage in an increasingly complex digital landscape. Their work spans collaboration across L1s, government departments, other nations, and academia, ensuring the AI Strategy complies with national and international laws and regulations.
This strategy is not only pivotal for operations and Force Posture and Readiness (FP & R) but is also a key driver in attracting top digital talent. It enhances Canada's defense capabilities, enabling DND/CAF to respond to emerging threats in space-based, cyber, and autonomous weapons systems. The DPDI's vision and execution of the AI Strategy is instrumental in safeguarding Canada's interests and maintaining relevance with allies and adversaries alike, making their work deserving of recognition.

Junhua ZhuThe 7 Operations Support Squadron (7 OSS) Development Operations (DevOps) team, comprising Public Service members and Canadian Armed Forces personnel, has demonstrated exceptional innovation in developing state-of-the-art software for 7 Wing (Space). Using an AGILE framework, the team created the Space Common Operating Picture (Space COP), automating critical tasks for the Space Domain Awareness Analyst (SDAA) section. The Space COP streamlines data collection, alerts, and visualizations, saving countless hours and enhancing operational efficiency.
Despite challenges with network compatibility, the team successfully adapted the software for both classified and unclassified networks, ensuring broader accessibility. Their proactive engagement with stakeholders allowed for rapid testing and operational use. The team's open-minded approach to new methodologies, combined with their ability to onboard university students during staffing shortages, enabled continued progress in software development.
The DevOps team continually seeks end-user feedback to refine the software and ensure it meets the evolving needs of the CAF. Their efforts have received international recognition, particularly from Canada’s NATO Coalition Warrior Interoperability Exercise partners, making them deserving of the DM/CDS Modernization and Transformation Award.

Amelia BrightThe team responsible for transforming the Employee Assistance Program (EAP) is recognized for their exceptional leadership and collaboration in significantly enhancing mental health and well-being services for 29,000 Department of National Defence (DND) employees and their families. Overcoming challenges, they successfully transitioned EAP services to a private sector model, positioning DND as one of the first government departments to do so. This innovative approach not only improved service delivery but also set a benchmark for other departments, achieving projected savings of $2.5M to $3.5M over five years.
By forging strategic partnerships with internal and external stakeholders, the team developed tailored solutions that met the evolving needs of DND personnel. Their research-driven approach led to the selection of a private provider that introduced new services, including coaching, which now accounts for 20% of program utilization. Their leadership ensured a smooth transition after 12 years with the previous provider, securing buy-in from unions and key stakeholders along the way.
The team’s comprehensive communication campaign, in collaboration with HR-Civ Comms and ADM(PA), played a critical role in the success of the transformation. Through proactive outreach, information sessions, and new communication materials, they ensured employees and HR practitioners were well-supported during the transition. The result was not only a successful implementation but also increased client satisfaction, with positive feedback from service users reflecting the program's long-term impact.
This transformation has enabled real-time data access for improved monitoring and service adjustments, allowing the program to continuously adapt to the needs of the DND workforce. Additionally, the financial savings achieved through this effort provide resources for reinvestment into other critical mental health and HR initiatives, underscoring the lasting value of the team’s work

Bill Schulte’s nearly five decades of service to the Royal Canadian Navy (RCN) and the Department of National Defence (DND) reflect his exceptional leadership in driving modernization and transformation. His contributions have consistently improved Defence operations, enhancing capabilities, optimizing processes, and ensuring long-term efficiency.
Notably, Bill led the Navy DRMIS Acceptance Project from 2001 to 2003, developing the Defence Resource Management Information System (DRMIS), which became a blueprint for the Army, Air Force, SOF, and Defence Supply Chain. He also spearheaded the rollout of the Calibration Program Management System (CPMS) in 2016, streamlining asset management.
Bill’s efforts didn’t stop at implementation; he established the West Coast DRMIS support cell, ensuring sustained success and system optimization over the years. In 2014, he further demonstrated his leadership by establishing the Navy’s West Coast Command Analytics Support Centre, modernizing data management practices and significantly enhancing decision-making capabilities.
Bill’s influence extends beyond the Navy, impacting DND-wide processes and fostering collaborative networks of change. His visionary leadership and commitment to modernization have left a lasting legacy on Defence operations.

Julie Merette is being recognized for her exemplary leadership and outstanding contributions to the organization for over 25 years. Throughout her tenure, she has demonstrated remarkable leadership and successfully established strategic partnerships with key stakeholders, such as Defence Construction Canada (DCC), advancing organizational priorities with dedication and efficiency.
Ms. Merette exemplifies the qualities of an exceptional leader, with a clear vision, effective communication, and the ability to inspire and motivate others. Her strong management skills have enabled her to navigate complex situations while consistently exceeding the organization's expectations. A notable example of her leadership is her pivotal role in implementing various infrastructure projects at Valcartier Base. She approached these initiatives strategically, showing a deep understanding of the challenges and developing innovative solutions that significantly improved operational efficiency.

Mr. Comeau has been instrumental in ensuring the operational readiness of the Royal Canadian Navy's HALIFAX Class Ships as they approach the end of their design life. Leading collaborative efforts across multiple organizations and industry partners, he formed the east coast Naval Materiel State Assurance (NMSA) team to monitor and improve the ships' materiel condition. His initiatives, including the introduction of Supplemental Maintenance Teams, have significantly increased preventive maintenance hours. Additionally, Mr. Comeau has played a key role in the development and coordination of Materiel and Readiness State Disclosure Conferences, enhancing communication and decision-making within the RCN. His leadership and collaborative spirit have fostered a culture of excellence within the naval community.

As the Training Authority System Manager (TASM) for Canadian Forces Health Services (CFHS), Stephanie plays a critical role in the training and qualification of Health Services (HS) members across all 19 occupations. She spearheads the force generation efforts by conducting detailed calls for nominations, thoroughly vetting candidates, and engaging with key stakeholders to ensure optimal training placements. Through her outstanding initiative, Stephanie performs in-depth analyses of various training options, employing a diversity-sensitive approach to support members in attending and successfully completing their training.
Her collaborative work with different Training Establishments has led to the modularization of courses, allowing for flexible attendance, and she has synchronized the HS National Training Calendar to streamline both DP1 and specialty courses. Stephanie's efforts have been particularly beneficial for Primary Reserves, helping them balance civilian employment with military obligations. Known for her innovative problem-solving, she exhausts all avenues to accommodate members, directly aligning her work with the Canadian Armed Forces' (CAF) strategic priorities of training reconstitution and retention.
Members of the CFHS community believe Stephanie deserves recognition for her dedication, exceptional leadership, and unwavering support for her peers. Her humble demeanor, combined with her significant contributions, makes her a highly valued member and role model within the Department of National Defence.

Awarded to: Daniel Bouchard
Mr. Bouchard has emerged as a key figure in the Canadian Armed Forces (CAF) Digital Campaign Plan, which prioritizes the effective use of data to enhance operational readiness. Hired into the public service in June 2020 and ranked #1 out of 51 candidates, he quickly demonstrated exceptional talent and dedication. Within weeks of his hiring, Mr. Bouchard developed a tool to manage onsite worker approvals for DGAEPM during the early COVID-19 pandemic, showcasing his ability to deliver rapid and impactful solutions.

His contributions include collaborating with the Royal Canadian Air Force (RCAF) and Strategic Joint Staff (SJS) to create a model that links training resources, spare parts, and technical data to operational readiness. Additionally, he developed a Performance Management Framework (PMF) for DGAEPM, identifying key metrics such as Weapon System Availability. Since joining Technical Services Maintenance Company (Tech Svcs Maint Coy) in 2023, WO Gallant has demonstrated exceptional leadership in a high-tempo platoon responsible for maintenance of Combat Training Centre (CTC)’s vehicle fleet. He has streamlined shop floor operations and enhanced communication by consolidating Order Groups between Armoured Vehicle Platoon and Supply Company. He also initiated platoon-level production meetings, improving coordination and workflow.

Serving as a Space Duty Technician (SDT) on the Canadian Space Operations Centre (CANSpOC) Watch Floor, MCpl Schultz has provided critical space-related information to Canadian Armed Forces (CAF) decision-makers, including missile warnings, atmospheric re-entry reports, satellite collision alerts, and expert guidance on space operations.
Shortly after his arrival, MCpl Schultz demonstrated exceptional technical expertise and leadership, quickly earning the role of Second-In-Command (2IC) for the SDT team. He independently managed the SDT schedule, ensuring continuous staffing and operational readiness. His contributions included preparing detailed briefs for the Commander of 3 Canadian Space Division and stepping in to write important memorandums and leadership transition documents in the absence of senior personnel. In August 2023, Ms. Bennett spearheaded a transformative initiative at the Canadian Forces School of Aerospace Control Operations (CFSACO) that aligned with the Department of National Defence’s Truth and Reconciliation objectives. Despite CFSACO’s proximity to the Mohawk community of Akwesasne, there had been no significant engagement between the two communities. Ms. Bennett took the initiative to address this gap by organizing a cultural exchange between CFSACO staff, students, and the Akwesasne community, beginning with a visit to the Native North American Traveling College (NNATC). During this event, participants toured the museum, heard oral history presentations, and engaged with Akwesasne Veterans to learn about the barriers they faced in the Canadian Armed Forces. The event culminated in a shared experience where CFSACO members participated in the Mohawk Warrior’s Dance, marking the start of a meaningful relationship between the two groups.
Encouraged by the success of this engagement, Ms. Bennett organized a similar event for new CFSACO students in Fall 2023. She also proposed that Akwesasne Veterans be invited to CFSACO’s Remembrance Day Mess. Twelve members of the Akwesasne community attended, sharing fellowship and deployment stories with CAF Veterans. This interaction further deepened the bond between Indigenous Veterans and the CAF, paving the way for future reconciliation efforts.
A key milestone in this relationship occurred in May 2024, when Commander Mike Cook of American Legion Post 1497 in Hogansburg, NY, invited CFSACO members to march alongside Akwesasne Veterans in the US Memorial Day Parade. This event saw CFSACO members and Akwesasne Veterans marching together, sharing meals, and participating in a memorial service, further strengthening ties between the two communities.

Nurse Practitioner (NP) Verena Rizg, an Indigenous (Coptic) Sudanese-Egyptian Canadian, has spent her 14-year career bridging racial and cultural gaps in healthcare. Beyond her professional role, she is a multilingual spoken word poet, public speaker, and community activist, advocating for marginalized communities for over 20 years. As a former director of the Health Association of African Canadians (HAAC), Verena has been a strong voice for racially and culturally informed care across Nova Scotia.
For the past six years, NP Rizg has worked at the Canadian Forces Health Services Centre (Atlantic) in Halifax, providing primary care to active service members. She is deeply committed to making healthcare more inclusive, especially for those often overlooked. In 2024, with support from CFB Halifax’s Defence Advisory Groups for Indigenous Peoples and Visible Minorities, she successfully advocated for and established a health clinic dedicated to Black, Indigenous, and People of Colour (BIPOC) within the Defence system. This clinic, the first of its kind in the Department of National Defence (DND), addresses the unique healthcare needs of CAF members from diverse racial and cultural backgrounds, acknowledging the complex intersections of migration, spirituality, gender identity, and sexual orientation.
NP Rizg has also created a network of civilian healthcare professionals for referrals, ensuring racially and culturally sensitive care. Her work has been vital in building trust and recognizing the distinct needs of BIPOC members serving in the CAF. As a catalyst for change, Scott continually enhances the Division’s financial management tools and plays a critical role in managing the in-service support contract for the Chinook. In March 2024, after a violent workplace incident led to civilian work refusals and heightened safety concerns, the clinic faced immense pressure, resulting in multiple resignations and long-term sick leaves. During this crisis, Anna played a critical role, actively participating in union meetings and Workplace Health and Safety Investigations. They provided calm, logical feedback and negotiation strategies, helping to maintain positive relations among all parties.
Recognizing the strain on Primary Care services, Anna volunteered to step in as Primary Care Services Manager (PCSM) while continuing as the full-time Mental Health Services Manager (MHSM). For over four months, they managed more than 110 employees, including CAF members, public servants, and contractors. Anna's ability to prioritize and delegate ensured the continuity of both departments during this challenging time. Their proactive approach and unwavering commitment were essential in sustaining the unit, offering valuable insights, assistance, and guidance.
Anna's leadership, accountability, and resilience have been both rare and commendable. Starting their career as a Medical Technician, they transitioned to a CDU clerk and later became the Team Lead of Medical Records before advancing to MHSM. Ms. Mitton has been an indispensable and proactive member of the Royal Canadian Armoured Corps School (RCACS) during the challenging fiscal year of 2023-2024. In a difficult situation, she took the lead when a civilian team member fell ill and later passed away. Leveraging her extensive human resources knowledge, Ms. Mitton ensured the member received all entitlements and benefits, working tirelessly on their behalf when they were unable to do so. In addition to her HR work, Ms. Mitton played a vital role in supporting the unit’s financial operations when the Finance Cell experienced staffing shortages due to an unexpected retirement. She worked closely with the Orderly Room and Finance Cell, even outside of regular hours, to ensure the smooth processing of claims and other financial matters, preventing any disruption in the unit's administrative flow.
Furthermore, Ms. Mitton has long served as a trusted advisor for both military and civilian members of the RCACS, providing invaluable guidance despite not being in a formal leadership role. While her primary responsibility is as the Executive Assistant to the Commandant, her contributions behind the scenes have had a far-reaching impact on the success of the unit.

Traditional lead-acid batteries fell short of the four-hour duration needed, a limitation that had persisted for decades. Recognizing this need, Mr. Sampson proposed integrating lithium-ion batteries, a previously untested technology in the Army's vehicle systems. His initiative and forward-thinking approach to exploring this integration highlighted his role as a catalyst for change.
Mr. Sampson’s collaboration skills were crucial for the successful integration of lithium-ion batteries. He coordinated efforts with the vehicle's Original Equipment Manufacturer (OEM), overcoming challenges associated with the new technology. His careful selection of appropriate battery technology ensured the integration was low-risk and compatible with existing systems, addressing the silent watch issue while providing a sustainable solution for the Canadian Army.
