Application: This Defence Administrative Order and Directive (DAOD) is a directive that applies to employees of the Department of National Defence (DND employees) and an order that applies to officers and non-commissioned members of the Canadian Armed Forces (CAF members).

2. Operating Principles
Purpose
2.1 This policy framework DAOD sets out the functional areas for safety and security management in which specific level one (L1) advisors and other senior officials have been assigned functional authority to develop and issue policy and instructional DAOD. In developing DAOD within this framework, L1 advisors and other senior officials are encouraged to proceed in a collaborative and consultative manner to ensure policy coherence.
2.2 This DAOD must be read in conjunction with DAOD 1000-0, Foundation Framework for Defence Administrative Orders and Directives.
Use of Other Instruments
2.3 L1 advisors and other senior officials may also develop and issue manuals, standard operating procedures and other similar instruments other than DAOD in an assigned or authorized functional area to provide detailed instruction and guidance for DND employees and CAF members. These other instruments must be identified in an appropriate policy or instructional DAOD issued by an L1 advisor or other senior official.
3. Functional Areas
Assigned Functional Areas
3.1 In the area of safety management, the DM and the CDS have assigned the Vice Chief of the Defence Staff (VCDS) with the overarching functional authority for occupational health and safety. Other L1 advisors and senior officials who have been assigned functional authority for any specific functional area of safety management that relates to occupational health and safety must coordinate their DAOD through the VCDS.
3.2 The DM and the CDS assign functional authority to L1 advisors and other senior officials to develop and issue DAOD in the functional areas of safety management as set out in the following table:

3.3 In the area of security management, the DM and the CDS have assigned the Director General Defence Security (DGDS) as the Departmental Security Officer (DSO) with the overarching functional authority for security management. Other L1 advisors and senior officials who have been assigned functional authority for any specific functional area of security management must coordinate their DAOD through the DSO.
3.4 The DM and the CDS assign functional authority to L1 advisors and other senior officials to develop and issue DAOD in the functional areas of security management as set out in the following table:

Authorization for Other L1 Advisors and Senior Officials to Develop DAOD
3.5 Any other L1 advisor or senior official who has not been provided with functional authority under paragraph 3.2 or 3.4 but who wishes to develop a DAOD related to a functional area set out in these paragraphs in order to exercise functional authority, must:
- consult with the appropriate L1 advisor or other senior official identified in paragraph 3.2 or 3.4, and obtain their written concurrence for functional authority to develop and issue a DAOD in that functional area; and
- send a request to the DM, the CDS or both, as applicable, with detailed substantiation for the functional authority to develop and issue a DAOD in that functional area.
3.6 A request under paragraph 3.5 must be staffed through the DSCS and reviewed by the Corporate Administrative Management Policy Steering Committee (CAMPSC), prior to forwarding for authorization to the DM, the CDS or both, as applicable.
Assignment of Duties by the CDS
3.7 With the approval of this DAOD, the CDS assigns duties to persons holding the positions set out in paragraphs 3.2 and 3.4, or who are authorized under paragraph 3.5, to issue appropriate DAOD and other instruments as required in their functional areas. By this assignment of duties, these persons may issue DAOD and other instruments as orders to CAF members, in accordance with QR&O article 1.235, Authority of Other Persons to Issue Orders and Instructions, that are required to give effect to the decisions and carry out the directions of the Government of Canada and the Minister of National Defence.
4. Administration
Review Requirements
4.1 The CAMPSC must ensure that the functional areas listed in paragraphs 3.2 and 3.4 are reviewed every five years and, if necessary, modified to ensure that the assignments are still current.
DAOD Monitoring and Reporting
4.2 Monitoring of the DAOD authorized under this DAOD must be conducted by the L1 advisors and other senior officials referred to in paragraphs 3.2 and 3.4 or as authorized under paragraph 3.5, or as otherwise directed by the DM or the CDS. Each DAOD issued under this policy framework must be reviewed every three to five years, as determined by the applicable L1 advisors and other senior officials. The review schedule of the DAOD must be provided by the L1 advisors and other senior officials to DSCS, who collates and manages the information for periodic review by the CAMPSC.
Compliance
4.3 L1 advisors and other senior officials may address compliance in their DAOD issued under this policy framework.
Consequences of Non-Compliance
4.4 Non-compliance with this DAOD may have consequences for both the DND and the CAF as institutions.
5. Responsibility
General
5.1 In the case of any non-compliance with this DAOD, the affected L1 advisor or other senior official may notify the DM or the CDS, as applicable.
