Annex A - Certificates of Service and CAF Service Pin Directive

General

1. Members of the Regular Force (Reg F), Primary Reserve (P Res), Cadet Organization Administration & Training Service (COATS) and Canadian Rangers shall be provided with an acknowledgement of service on release from the Canadian Armed Forces (CAF). The Certificate of Service shall be provided to all releasing CAF members, to the Next of Kin of deceased CAF members or to members with a terminal prognosis, who may request a Recognition of Service ceremony before they die. A CF Service Pin is also provided if the eligibility criteria is met.

Note 1 – A Certificate of Service is not proof of the service stated therein and in certain cases there may be a requirement to refer to appropriate documents in order to determine, with certainty, a former member’s previous service.

Note 2 – Eligibility. The instructions for the preparation as well as examples of different certificates of service and the CF Service Pin can be found in the Military Human Resources Records Procedures (MHRRP) chapter 15.

Limitations

2. No modification to the Certificates of Service is permitted. The certificates are issued only upon release from the CAF, upon a serving member’s death or to a member with a terminal prognosis, and not upon transfer to another component other than the Supplementary Reserve (Supp Res). Other than for replacement as per paragraphs 9 and 15 of this Annex, only one certificate and one CF Service Pin should be issued.

3. When Certificates of Service and CF Service Pins are issued to a member’s Next of Kin (NOK), additional copies of the Certificate of Service can be provided by the Release Benefits Administration (RBA) on receipt of the Casualty Notification Report. When a certificate is presented to members with a terminal prognosis, a replacement certificate shall be issued upon their death with the specific end of service date.

Certificate Description

4. Three different certificates are issued, in the members’ desired Official Language, as a commensurate reflection of the member’s completed years of service (YOS) in the CAF. Examples can be found at the end of this document:

  1. CF 707BMQ/BMOQ not completed; or Release Items 1 and 2;
  2. DND 2279BMQ/BMOQ completed; honourably released and less than 10 YOS; or
  3. CF 54 – Who die or will die in service or honourably released and over 10 YOS.

Certificate Details

CF 707 – Basic Military Qualification (BMQ)/Basic Military Officer Qualification (BMOQ) not completed; or release items 1 and 2

5. The CF 707 contains the following information representative of a member’s career in the CAF at the time of release or death while in service:

  1. Rank on release - as approved by the Release Authority.
  2. Initials and Surname.
  3. Post-nominals (e.g.: CD, MMM, MSM, etc.) as detailed within A-DH-300-000/AG-001, Canadian Forces Honours Policy Manual, Chapter 7.
  4. Completed YOS, as defined in QR&O 15.01, listed by month and year of enrolment and month and year of release.
  5. The word “untrained” shall follow immediately the CAF member’s surname, if the member has not reached the Occupational Functional Point (OFP) of their occupation. When a member achieved OFP in another military occupation, but not in the current occupation following an Occupational Transfer, the certificate shall show the member’s previous military occupation and the word “untrained” shall be omitted.
  6. Form CF 707, when issued on or prior to a member's effective date of release or transfer, shall be dated to coincide with that date of release or transfer and signed by the commander of the releasing base or unit, or an officer appointed to sign on the commander's behalf. The original shall be presented to the member prior to departure from the member's unit on release or transfer. The duplicate shall be filed to the unit personnel records.
  7. Should it become necessary to issue a certificate after a member's effective date of release, the certificate shall be dated the day of issue.
  8. A notation on the CF 707, dependant on the assigned Release Item, shall be as follows on the From/du line after the enrolment date:
    1. Item 1a: until Dismissed with Disgrace for Misconduct or until Dismissed for Misconduct;
    2. Item 1 other than item 1a: until Released for Misconduct;
    3. Item 2: until Service Terminated; or,
    4. Items 3, 4 and 5: until Honourably Released.
  9. Period of Service. Only CAF service in the Reg F, Primary Reserve (P Res), COATS and Canadian Rangers shall be shown. Service in any other component shall not be recognized on the certificates of service.

DND 2279 – Basic Military Qualification (BMQ)/Basic Military Officer Qualification (BMOQ) completed; honourably released and less than 10 years of service (YOS)

6. The DND 2279 contains the following information representative of a members’ career in the CAF at the time of release:

  1. Rank on release - as approved by the Release Authority.
  2. Initials and Surname.
  3. Post-nominals (e.g.: CD, MMM, MSM, etc.) as detailed within A-DH-300-000/AG-001, Canadian Forces Honours Policy Manual, Chapter 7.
  4. Periods of service listed by month and year of enrolment and month and year of release.
  5. The word “untrained” shall follow immediately the CAF member’s surname, if the member has not reached the Occupational Functional Point (OFP) of their occupation. CF 54 – Who die or will die in service or honourably released and over 10 years of service (YOS)

7. The CF 54 is a certificate signed by the Chief of the Defence Staff (CDS) for presentation to each qualified member. This document is of a size and quality that is suitable for framing. The Form CF 54 contains the following information representative of a member’s career in the CAF at the time of release or death while in service:

  1. Rank on release - as approved by the Release Authority.
  2. Initials and Surname.
  3. Post-nominals (e.g.: CD, MMM, MSM, etc.) as detailed within A-DH-300-000/AG-001, Canadian Forces Honours Policy Manual, Chapter 7.
  4. Only completed years of service listed by month and year of enrolment and month and year of release shall be detailed. Only the current year will be indicated for CAF members with a terminal prognosis.

Rank

8. The rank represented on the Certificates of Service shall be the rank worn by the member on their final date of release from the CAF. Where a member is authorized to retain an acting rank on release or transfer, that rank shall be considered substantive for the purposes of this Annex. Use of a rank, previously achieved in the member’s career, other than the one authorized for wear on the final date of release is not authorized.

Certificate Replacement

9. Any queries in this regard should be directed to the RBA and replacements can be requested to that section. Care must be exercised by the member and the releasing unit when completing the Application for Records of Service (Form DND 2380) available in the Defense Forms Catalogue (DFC) (Only available on the DWAN) to request the certificate CF 54. If a member requests a new certificate because of an avoidable error in the original, it will be produced at the member's expense at a cost of 9.00 dollars. Requests for replacement of a certificate CF 54 as a result of loss must be accompanied by a money order in the appropriate amount made payable to the Receiver General for Canada is also required.

Issue of Certificates and Pins

10. The DWDC, through the Release Section or Reserve Unit, are responsible to request and issue the certificates and CAF Service Pins to releasing members in accordance with this instruction. Should the releasing member’s certificate and/or pin not be received prior to the final release interview, the DWDC is to make arrangements with the member to provide them once received.

Framing

11. Frames for Certificates of Service will be funded through collections.

CF Service Pin

12. All members of the CAF who are in possession of the Canadian Forces' Decoration (CD) at the time of their release from either the Reg F or P Res, COATS or Canadian Rangers, who died in service or who have received a terminal prognosis and who were released on or after 1 February 1968 (date of unification), are eligible for the CF Service Pin.

13. The classification of the CF Service Pin awarded is determined by the status of the CD and clasps in receipt at the time of release or death. The classification is as follows:

  1. Bronze: issued with the CF 54 certificate of service to members who have been awarded and in possession of a CD;
  2. Silver: issued with the CF 54 certificate of service to members who have been awarded and in possession of a CD 1st Clasp; and
  3. Gold: issued with the CF 54 certificate of service to members who have been awarded and in possession of a CD 2nd Clasp or CD 3rd Clasp. A singular gold pin is awarded and a subsequent gold pin is not awarded.

Note – If a CAF member with a terminal prognosis was issued a CF Service Pin and subsequently meets the criteria for a different pin upon their death, a new pin reflective of their completed service shall be issued.

14. On those occasions when a releasing member receives a CF 707 and meets the eligibility requirements for the award of the CF Service Pin, the releasing unit shall initiate a demand for the CF Service Pin from RBA.

CF Service Pin Replacement

15. Any queries in this regard should be directed to the RBA and replacements can be requested to that section. Applications shall be made using the Application for Records of Service (Form DND 2380) available in the Defense Forms Catalogue (DFC). The replacement fee of 10.00 dollars per pin shall be at the applicant’s expense. A money order in the appropriate amount made payable to the Receiver General for Canada is required.

Annex C – NDI 75 Veterans Service Card (VSC) Directive

General

1. The NDI 75 – VSC is intended to provide a tangible recognition of an eligible member’s service and their enduring affiliation to the Canadian Armed Forces (CAF) upon their release, to the estate of deceased CAF members or to members who have received a terminal prognosis.

Description

2. The NDI 75 – VSC is a plasticized card designed to serve as a convenient recognition of service and will display the CAF member’s service particulars shown in the official language of their choice. The NDI 75 – VSC shall include the following:

  1. Photo
  2. Service Number
  3. Rank (worn at the time of release)
  4. Surname
  5. Given name(s)
  6. Calendar Year of enrolment (1st only if broken service)
  7. Calendar Year of release (last if broken service)

3. No other information or modifications to the NDI 75 – VSC shall be permitted. The NDI 75 – VSC is issued upon release from the CAF, not upon transfer to another component. Other than for replacement as per para 16 below, only one NDI 75 shall be issued to the releasing member.

Identification

4. The NDI 75 – VSC is not an official means of identification. It is the responsibility of the recipient to carry the required identification relating to their respective jurisdiction.

Eligibility

5. Eligibility to the VSC is aligned with the Government of Canada definition of a Veteran. A Veteran is defined as a member of the Regular Force (Reg F), Primary Reserve (P Res), Cadet Organizations Administration and Training Service (COATS) and/or Canadian Rangers who:

  1. Successfully underwent and completed Basic Military Training (Basic Military Qualification (BMQ) or Basic Military Officer Qualification (BMOQ)). For Canadian Rangers, BMQ is optional and is not a required qualification for the NDI 75; and
  2. CAF members who will, in accordance with QR&O article 15.01 (Release of Officers and Non-Commissioned Members), be honourably released from the CAF. These eligibility factors also applies for members who have received a terminal prognosis, who request a Recognition of Service ceremony before they die.

Period of Service

6. Only CAF service in the Reg F, P Res, COATS and Canadian Rangers shall be shown on the card.

Ineligibility

7. The following instances render CAF members ineligible to receive the NDI 75 – VSC, regardless of their service in any component, as they do not meet the definition of a Veteran:

  1. CAF members who have not completed Basic Military Qualification (BMQ) or Basic Military Officer Qualification (BMOQ); or
  2. CAF Members being released in accordance with QR&O article 15.01 (Release of Officers and Non-Commissioned Members), Table to Article 15.01, release item 1(a)(b)(c)(d) – Misconduct and release item 2 (a)(b) – Unsatisfactory Service.

Issuance of Veterans Service Card (VSC)

8. A request for the NDI 75 – VSC shall be made during the member’s initial release interview after the authority to release has been received. The Reg F Release Section or P Res Release staff shall confirm member’s entitlement for NDI 75 – VSC in accordance with this instruction.

9. The request shall normally be made subsequent to release approval and when the effective date of release is firm. However, when it is known or anticipated that these conditions would delay the production and receipt of the NDI 75 - VSC, the request may be dispatched showing the projected effective date of release, if there is reasonable assurance that:

  1. The release will be approved; and
  2. The calendar year in which the member is projected to be effectively released will not change.

10. The member’s Release Section/Reserve Unit Release Staff will exchange the member’s NDI 20/10 for the NDI 75 – VSC during the final release interview, and will have the member sign the DND 366 receipt envelope (provided by NDIS) and place it in the Unit Personnel File. The member’s Release Section/Reserve Unit Release staff will dispose of the member’s NDI 20/10 in accordance with current procedures.

11. Should the releasing member’s NDI 75 – VSC not be received prior to the final release interview, Release Administrators are to confirm with the member whether they wish to pick up their NDI 75 – VSC from the Release Section, or receive it by mail.

Rank

12. The rank represented on the NDI 75 – VSC will be the rank worn by the member on their final date of release from the CAF (CANFORGEN 040/20). Where a member is authorized to retain an acting rank in accordance with relevant directives (CFAO 15-2 (48, 49), CANFORGEN 040/20) (Acting / Lacking, AWSE, etc.) on the date of release, that rank shall be considered substantive for the purposes of the NDI 75 – VSC (CFAO 15-2 Annex D paragraph 6). Use of a rank, previously achieved in the member’s career, other than the one authorized for wear on the final date of release is not authorized.

Amendment

13. The NDI 75 – VSC does not expire and updates are therefore not required. Should an error be identified after release, the veteran is to consult the NDI 75 – VSC website for further direction.

14. The NDI 75 – VSC shall reflect the member’s surname on the day of release, as consistent with the member’s service records. Surname changes after release shall not be cause for a surname change on the NDI 75 – VSC. The NDI 75 – VSC is a reflection of the member’s service and must remain consistent with their service records.

Replacement/Re-issue

15. Requests for replacement or reissue are to be submitted through the NDI 75 – VSC website. As per direction from CDS/CMPC, there is no cost to the Veteran should a replacement be required.

16. The NDI 75 – VSC is not to be issued to deceased members estates other than when a member deceases while still a member of the CAF. The NDI 75 – VSC shall be requested on behalf of the deceased serving member by the Designated Assistant.

Re-enrolment

17. Upon re-enrolment and subsequent release from the CAF, the Veteran will be re-issued a new NDI 75 – VSC upon subsequent release from the CAF which shall capture any additional time served in the CAF.

Annex I – 25 Year Flag Folding Instructions

1. National Flag Folding Standard

National Policy

1.1 Flag folding methods are to adhere to the established national standard detailed at A-DH-201-000/PT-000 Manual of Drill and Ceremonial Chapter 11-6-1. The following is an extract of this reference and is provided for ease of reference to DWDC’s and personnel.

Conflicting Direction

1.2 Should any uncertainties or conflict occur, personnel are to refer A-DH-201-000/PT-000 Manual of Drill and Ceremonial Chapter 11-6-1 as the guiding policy document.

2. Flag Folding Process

2.1 The following steps detail how to fold the National flag:

  1. Pass the sewn edge under and fold the flag and joining the corners of the flag.
  2. The fold in step 1 is repeated, resulting in a quarter of the flag in full length (the tip of the maple leaf shall be facing up).
  3. The far right corners are then brought forward in an upward motion to join the far left corners.
  4. The fold in step 3 is repeated once more.
  5. The far left corners (mainly red) are then folded underneath joining the corners leaving the maple leaf visible.
  6. The fold in step 5 is repeated resulting in the final form ready for presentation.

Written Process

Fold 1

  1. On the words of command "Prepare to fold" the two bearers 1 and 7, positioned at the bottom corners of the flag slide their inside hands towards their outside hands and take a step around the corners of the flag.
  2. Bearers 1 and 7 then slide their outside hands to grasp the mid-point of the flag.
  3. On word of command: FOLD. Bearers 2, 4, 6 and 8 stand fast holding the flag taut. Bearers 1, 3, 5 and 7 initiate the first movement by passing the sewn edge under to their facing colleagues. The bearers 2,4,6 AND 8 positioned at the top of the flag, receive the bottom edge and bring the two edges together. Note: at all times during the exercise, the bearer party can ensure that all creases and wrinkles are smoothed out.

Fold 2

  1. On the words of command “Prepare to fold – fold,” the fold in step 1 is repeated. Once again, the two bearers positioned at the bottom corners of the flag slide their outside hands to grasp the mid-point of the flag.
  2. At the end of the step, the bearer party commander takes hold of the flag. Resulting in a quarter of the flag in full length. Note: the tip of the maple leaf shall be facing up.

Fold 3

  1. On the words of command “Prepare to fold – fold,” bearers 7 and 8 bring their end forward in an upward motion to bearers 5 and 6. This fold is done over the hands of the others. Bearers 3, 4, 5 and 6 guide the flag and ensure it remains taut. Bearers 7 and 8 release the flag with their outside hands.
  2. On the words of command “Prepare to fold – fold,” bearers 7 and 8 release the flag, step back and remain at attention in their original positions, while bearers 5 and 6 pass their section of the flag to bearers 1 and 2.
  3. On the words of command “Prepare to fold – fold,” bearers 1 and 2 pass the end of the flag to the bearer party commander as bearers 5 and 6 keep the flag taut. Bearers 5 and 6 release the flag, step back and remain at attention in their original positions.

Fold 4

  1. On the words of command “Prepare to fold – fold,” bearers 3 and 4 pass the end of the flag to bearers 1 and 2, who fold the flag down flat.
  2. Bearers 3 and 4 release the flag, step back and remain at attention in their original positions.

Fold 5

  1. On the words of command “Prepare to fold,” the bearer party commander firmly pinches the center of the flag.
  2. On the word of command “Fold,” bearers 1 and 2 fold the flag under.

Fold 6

  1. On the words of command “Prepare to fold,” the bearer party commander firmly pinches the center of the flag.
  2. On the word of command “Fold,” bearers 1 and 2 fold the flag over.

We are the oldest veterans’ organization in Canada and have been working tirelessly on behalf of our veterans and our communities for over 170 years.
