Today, the Department of Finance launched consultations on its Official Development Assistance disbursements. This consultation gives stakeholders an opportunity to comment on whether the Department of Finance's current international assistance payments meet the criteria stated under the Official Development Assistance Accountability Act.
The Official Development Assistance Accountability Act came into force in 2008. Its purpose is to ensure that Canadian Official Development Assistance is provided in a manner that:
- Contributes to poverty reduction;
- Takes into account the perspectives of the poor; and,
- Is consistent with international human rights standards.
Relevant payments from the Department of Finance consist of disbursements to the World Bank Group's International Development Association, the Multilateral Debt Relief Initiative, the European Bank for Reconstruction and Development, the International Monetary Fund, as well as financial assistance to Ukraine that is provided both bilaterally and through the International Monetary Fund Administered Account for Ukraine.
Specifically, we want to hear from you on the following three questions:
- Do the Department's Official Development Assistance payments to the World Bank Group's International Development Association, the Multilateral Debt Relief Initiative, the European Bank for Reconstruction and Development, the International Monetary Fund, as well as the Department's bilateral financial assistance to Ukraine, satisfy the criteria concerning poverty reduction, perspectives of the poor, and international human rights, as set out in the Official Development Assistance Accountability Act?
- Does the Report to Parliament on the Government of Canada's International Assistance 2022-2023 help to improve transparency on international assistance? What changes could be made?
- In addition to the report to parliament, what other steps could the government take to improve reporting against the Bretton Woods and Related Agreements Act and the European Bank for Reconstruction and Development Agreement Act?

Through this consultation, we want to hear from the general public, Canadian civil society organizations, governments, academics, and international agencies.

We'll be collecting your feedback into a report that summarizes what we heard. This report will be provided to the Minister of Finance. Your input will be considered alongside the research our economists have been doing to improve the effectiveness of the Department of Finance's international assistance contributions.
