Logic model for the TWRI Program, linking activities to outputs and then immediate, intermediate and final outcomes. Activities are given as "Policy Development", "Program Implementation and Management", "Coordination". These lead to program Outputs, given as "Reports and Briefings", "Signed Contribution Agreements", "Consultations" and "Communication Products". The outputs lead to the following immediate outcomes: "Project implementation and Completion", "Increased Economic Development Opportunities", "Sound Environmental Processes" and "Greater Community Awareness/Participation in Waterfront Planning/Implementation". The Immediate Outcomes lead to Intermediate Outcomes of: "Increased Accessibility and Usage", "Revitalized Urban Infrastructure" and "Improved Environmental Management". Finally, these all lead to the Final Outcome of "Sustainable Urban Development and Infrastructure Renewal in the Toronto Waterfront Area".

Contribution Agreement Approval process, from initial proposal to final sign-off from senior officials. Proposal is submitted by the Designated Recipient from the Long Term Funding Plan to the TWRC; TWRC reviews and submits to the federal TWRI; TWRI Secretariat reviews the document, shares with counterparts in municipal and provincial governments as needed, and prepares the contribution agreement; the contribution agreement is reviewed by TWRC, legal services as well as the funding partners before it is sent to obtain the final sign-off from senior officials.
