Correctional Service Canada national procurement plan, fiscal year 2021-2022
Introduction
The Correctional Service of Canada (CSC) is the federal government agency responsible for administering offender sentences of a term of two years or more, as imposed by the courts. We are responsible for managing institutions of various security levels and supervising offenders under conditional release in the community.
The objective of this CSC Annual National Procurement Plan is to provide industry and the public information regarding our anticipated contracting activities for fiscal year 2020-21, including a list of planned major procurement requirements.
CSC Procurement Planning
CSC produces the Annual National Procurement Plan, as part of our business planning cycle and investment planning activities. The Plan identifies projected procurement activities and provides strategic information on the purchases we make to fulfill our mandate and meet operational requirements.
Through improved procurement planning, CSC has streamlined our procurement processes and we are better enabled to plan purchases, while at the same time respecting existing policies, regulations, and trade agreements.
CSC's Projected Major Procurement Activities
CSC's procurement plan identifies projected major procurement activities (see Table 1). In adherence with the principles of access and transparency, the list aims to provide potential suppliers with a view of our planned procurement activities in order for you to be prepared to respond to the demand.
Important points on the list of projected major procurement activities include:
- The list only includes planned procurement activities that are estimated over $250K;
- The list only includes new procurement activities and excludes expenditures towards existing procurements;
- All planned procurement activities on the list are subject to change or cancellation; and
- All details regarding the procurement activities on the list will only be available once the solicitation is formally released.
Fair, Open and Transparent
In line with other departments that procure goods and services to meet corporate objectives, CSC strategically manages procurement spending, risks, and efficiencies through an established departmental procurement governance structure. This structure is complemented by a framework to ensure that contracting and materiel management activities are conducted in a fair, open and transparent manner resulting in value for money and sound stewardship of public funds, while meeting broader government objectives such as encouraging aboriginal business development and green procurement.

CSC Procurement Activity
CSC is relatively consistent in the type of goods and services we procure to meet operational needs and legislation requirements. The following list represents our major commodity areas:
- Professional Services – for the provision of management consulting, human resources, audit, research, instructors, chaplaincy, and investigative services;
- IT Equipment and Services – for the purchase and provision of hardware, software, and specialized services to support our corporate systems;
- Communication Equipment and Services – for the purchase and provision of communication equipment, including infrastructure and monitoring;
- Protection Equipment – for the purchase of protection equipment for Correctional Officers, including protective gear, weapons, and ammunition;
- Food Services – for the purchase and provision of food products and kitchen equipment for institutions;
- Health Services – for the purchase and provision of essential health services and equipment; and
- Elder Services – for the provision of support and guidance for Indigenous offenders.
