Force 2025

The Canadian Army (CA), working alongside its allies, is adapting to emerging threats to the international rules-based order, as exemplified by the war in Ukraine. And, with renewed efforts to increase its contributions to collective defence underway, the CA will see an increase to its operational commitments. At the same time, the CA’s effectiveness and readiness have been adversely affected by a shortfall of roughly 8000 people.

Force 2025 (F2025) is the CA’s initiative to review all its components focusing on modernizing its structural requirements to meet current and projected operational demands as well as supporting the integration of new capabilities.

To ensure that the CA harnesses the strengths and skills of all available personnel, it has adopted a “One Army” approach to integrate the Primary Reserve, Canadian Rangers, civilians, and the Regular Force into a unified team able to deliver decisive effects, both domestically and abroad.

Increased integration within the Canadian Armed Forces and with our international allies and select partners enhances our strengths and training opportunities, ensuring the CA is prepared to effectively carry out concurrent operations.

Digital transformation will be the cornerstone of CA modernization. It will further enhance our ability to operate in Adaptive Dispersed Operations (ADO) and increase the survivability of our deployed headquarters (HQ).

CA capability development, aligned with SSE and joint initiatives, will make our forces sufficiently agile to respond to emerging threats such as cyber, and will address capability gaps in areas such as Ground-Based Air Defence, long-range precision fires, explosive threats, Arctic mobility, and bridging capabilities.

F2025 is an initiative that looks holistically at the CA structure, from the unit level to the CA HQ itself. It will realign personnel, equipment, functions, and tasks so that the “One Army” approach can deliver effective, efficient, and modernized land forces in support of the Government of Canada.
