31 Combat Engineer Regiment (The Elgins) is a reserve unit of the Canadian Armed Forces, supporting 31 Canadian Brigade Group. It consists of two squadrons: 7 Engineer Squadron in St. Thomas, Ontario, and 48 Engineer Squadron in Waterloo, Ontario.

Tracing its roots back to 1866 as the 25th (Elgin) Battalion of Infantry, the regiment has deployed soldiers to all major conflicts. This continues to the present day, with “Elgins” deploying to Iraq, Afghanistan, Latvia, and Ukraine.

31 CER also supports domestic operations, sending personnel and equipment across Canada, most recently for Op LENTUS, in support of the Montreal Flooding, where 45 members of the “Elgins” helped construct a temporary bridge in Laval.

The battalion was redesignated the 25th Elgin Regiment on 8 May 1900. The Regiment was disbanded on 1 August 1903, but re-established the next year on 17 May 1904 and titled the 25th Regiment.

In 1915 the Regiment answering Europe’s call to arms, having details placed on active service for local protection and augmenting the Canadian Expeditionary Force with volunteers for overseas service. Among providing soldiers to other locally raised battalions of the CEF, The Elgin Regiment was instrumental in the raising of the 91st Overseas Battalion, CEF. This unit was authorized on 22 December 1915 and sailed for England on 29 June 1916, its personnel were absorbed by the 12th, 35th, 36th, 37th, 38th and 39th Reserve Battalion'(s) on 15 July 1916 to provide reinforcements for the Canadian Corps in the field. Perpetuation of the 91st Battalion, CEF, is still carried by the Regiment today.
