Government of Canada Adaptation Action Plan - Fact Sheet
The Government of Canada takes the threat of climate change seriously and that’s why it is taking action to protect Canadians, their homes, families and communities. The Government of Canada’s Adaptation Action Plan (GOCAAP) outlines what the Government of Canada is doing to prepare for climate change. The GOCAAP represents the federal government’s part in achieving the goals, objectives, and targets laid out in the National Adaptation Strategy (NAS). It complements the work and strategies of provinces, territories, and Indigenous partners, which are critical to our collective success.
Since 2015, the Government of Canada has invested more than $6.5 billion in adaptation. This includes $2 billion since November 2022 to implement the NAS.
The GOCAAP highlights 73 new and ongoing federal actions across 22 departments and agencies to help meet Canada’s adaptation goals and address the short- and long-term climate change risks facing Canadians.
It will be updated as priorities shift and new actions are introduced, evolving to meet Canada’s need to increase resilience to climate change.
Coupled with Canada’s efforts to reduce greenhouse gas emissions, the GOCAAP is part of the comprehensive federal approach to preparing for climate change and building resilient communities.
The Government of Canada is taking the following actions:
Reducing the impacts of climate-related disasters
- Investing up to $284 million over five years to enhance community prevention and mitigation activities, support innovation in wildland fire knowledge and research, and establish a Centre of Excellence for Wildland Fire Innovation and Resilience.
- Investing $164 million over five years and working with provinces and territories to expand the Flood Hazard Identification and Mapping Program.
Supporting health and well-being
- Investing $30 million over five years to expand Health Canada’s Protecting Canadians from Extreme Heat Program.
- Investing $13 million over five years to renew and expand the HealthADAPT Program.
Building resilient infrastructure
- Topping up the Disaster Mitigation and Adaptation Fund by up to $489 million over 10 years.
- Investing up to $60 million over five years to accelerate the use of climate-informed codes, standards, and guidelines for resilient infrastructure in Canada.
Supporting a climate-resilient economy and workers
- Investing $41 million over five years to pilot the new Climate-Resilient Coastal Communities Program to develop integrated approaches to planning and implementing regional climate resilience.
Scaling up solutions in communities
- Providing $62 million over five years to enhance existing programs, such as the First Nation Adapt Program, the Climate Change Preparedness in the North Program, and the Climate Change and Health Adaptation Program.
- Expanding the Green Municipal Fund by $530 million to support community-based adaptation initiatives.
